This paper presents as its purpose to build a tool of pragmatic nature, reliable and valid to evaluate the effective management of public sports facilities. The Delphi method to validate experts, the factorial analysis, and an analysis of internal consistency through Cronbach's alpha were used to validate the instrument. The instrument consisted of 44 items of which 8 correspond to socio-demographic data and 36 for four scales: working area (5), management of the installation (6), design of the installation (11), management of tasks (17). The options for response are Likert type where 1 is never and 5 are always. The results are acceptable. KMO values ranging between .603 and .791. The Bartlett sphericity test is significant in all cases. A matrix of Pearson correlations were used in the factor analysis, extraction method was through a principal component analysis and the rotation was a normalization procedure promax Kaiser. 4 factors (task management, design installation, Workspace and installation management) is explained 35.3% of the variance were obtained. Cronbach's alpha is satisfactory for all the factors .876 (task management), .847 (design system), .794 (Workspace) and .924 (facility management). The validation of the instruments is always an important contribution in the context where they were applied. In Latin America may be used in research, teaching, and above all in the professional practice to improve the management processes and tasks of the managers. The data show a profile of the managers of public sports facilities relatively young, with minimum of undergraduate degree studies, and of 3 to 10 years of experience; they have more dedication to sports activities (53 %), followed by the sports facilities (37 %) and with less dedication in tasks related to human resources, marketing and finance.
